Community Center Exterior Painting - Request for Proposal
 
Royal Trails Property Owner’s Association shall be known as the “Owner”.
 
Bidding contractor shall carry insurance and possess a valid business license registered with the State of Florida to perform the services as outlined in this scope of work.
 
All bids must be returned by US Postal Service or emailed to the Owner at the above listed email address by no later than June 14, 2026, to be considered for this scope of work.
 
Scope of Work
Royal Trails Property Owner’s Association is seeking proposals from qualified painting contractors to provide full exterior painting services for our facility located at 39248 Wildflower Way.
The purpose of this RFP is to select a vendor who will provide all labor, materials, equipment, and supervision necessary to properly prepare and paint the exterior surfaces of the community center.
The contractor shall provide the services listed below.
 
Facility Details
  • Total Approximate Square Footage: 1650 +/- sq. ft.
  • Exterior Siding Material(s): Hardie board siding.
  • Building Height: Single-story w/pitched roof.
  • Areas to be Painted:
    • Main & Well House exterior walls and siding
    • Trim, fascia, and eaves
    • Exterior doors and door frames
  • Areas Excluded from Painting: The brick chimney shall remain unpainted.
3. Scope of Work and Surface Preparation
The selected contractor will be responsible for a complete, professional-grade exterior paint job. Proper surface preparation is critical. The contractor must perform the following:
A. Surface Preparation:
  • Cleaning: Power wash all exterior surfaces to be painted to remove dirt, mildew, algae, peeling paint, and chalking. Allow adequate time to dry.
  • Repairs & Caulking: Scrape and sand all loose or peeling paint. Patch holes, cracks, and imperfections. Recaulk all windows, doors, and trim as needed using a high-quality, paintable exterior acrylic sealant.
  • Masking & Protection: Properly cover and protect all windows, fixtures, adjacent surfaces, landscaping, and walkways from overspray and drips.
  • Priming: Spot prime all bare wood, masonry, or patched areas prior to the topcoat. [Or specify full-coat priming if required].
B. Paint Application:
  • Apply a minimum of two (2) finish coats to all specified exterior surfaces.
  • Application must be executed smoothly, uniformly, and free of drips, runs, or sags.
4. Material Specifications
To ensure longevity, the contractor must use premium, commercial-grade exterior paint.
  • Approved Brands: e.g., Sherwin-Williams, Benjamin Moore, PPG or an approved equal.
  • Quality Level: e.g., Sherwin-Williams SuperPaint, Emerald, or similar premium tier.
  • Finish/Sheen:
    • Walls/Siding: Satin
    • Trim/Doors: Semi-Gloss
  • Color: Colors will be selected by the RTPOA Board prior to project commencement.
5. Contractor Responsibilities and Safety
  • Site Cleanup: The contractor must clean the job site daily, safely storing ladders, equipment, and hazardous materials out of public reach. All debris and empty containers must be removed upon project completion.
  • Safety: The contractor must adhere to all OSHA safety standards, specifically regarding ladders, scaffolding, and fall protection.
Schedule and Access
  • Preferred Days: Weekdays are preferred.
  • Preferred Time: 7:00 AM to 5:00 PM.
  • Access: The selected vendor will be provided with gate and door access codes.

Janitorial and Cleaning Services - Request for Proposal
 
Royal Trails Property Owner’s Association shall be known as the “Owner”.
 
Bidding contractor shall carry insurance and possess a valid business license registered with the State of Florida to perform the services as outlined in this scope of work.
 
All bids must be returned by US Postal Service or emailed to the Owner at the above listed email address by no later than June 14, 2026, to be considered for this scope of work.
 
Scope of Work
  • The Vendor shall provide all necessary cleaning supplies, chemicals, and equipment required to perform the services outlined in this agreement. All disinfectants, sanitizers, and antimicrobial products utilized by the Vendor must be registered with the Environmental Protection Agency (EPA) and used strictly in accordance with the manufacturer’s label instructions to provide consistent, high-quality janitorial services for our community center.
  • We are requesting bi-weekly (every two weeks) cleaning services.
 
Contract Period
  • The contract period will be from July 1, 2026, through June 30, 2027 (a period of twelve months).
 
The contractor shall provide the services listed below.
 
Facility Details
  • Total Approximate Square Footage: 1650 +/- sq. ft.
  • Facility Areas Included:
    • Two (2) Restrooms (Men’s & Women’s)
    • One (1) Main Event Halls / Multi-purpose rooms
    • One (1) Kitchen
  • Flooring Types: Sealed Concrete
General Area (Hall)
  • Sweep and mop all hard surface floors.
  • Dust accessible surfaces and window ledges.
  • Clean glass windows as needed.
Restrooms
  • Clean and sanitize toilets, urinals, sinks, and counters.
  • Clean mirrors and fixtures.
  • Restock paper products and soap (supplies provided by RTPOA).
  • Sweep and mop floors with disinfectant.
Kitchen
  • Wipe down and sanitize countertops and sinks.
  • Sweep and mop floors.
Schedule and Access
  • Preferred Cleaning Days: Weekdays are preferred.
  • Preferred Cleaning Time: 7:00 AM to 5:00 PM.
  • Access: The selected vendor will be provided with gate and door access codes.
Clarifications
  • Paper products, hand soap, dish soap and trash can liners will be provided by RTPOA.
  • Products provided by RTPOA will not be utilized by the cleaning vendor to perform their contracted cleaning services.
  • If trash is found in the garbage cans, the vendor will pull the liners, replace them, and then place the trash by the interior door and notify RTPOA that its removal is required. Trash is not to be left outside the community center for any reason.
  • All billings will be required to list the dates of service.

All bids must be returned by US Postal Service or emailed to the Owner at the above listed email address by no later than June 14, 2026, to be considered for this scope of work.
 
Scope of Work
  • The contractor shall provide all necessary materials, equipment, and labor to perform the following scope of work.
 
Contract Period
  • The contract period will be from July 1, 2026, through June 30, 2027 (a period of twelve months). The “Summer” season shall be April 1st through November 1st of each year.
 
The contractor shall provide the services listed below.
 
Mowing of the Front Entrance and (3) Mailbox Areas
  • During the “Summer” season, the contractor shall mow the grass every (7) days, or as weather conditions permit, to maintain an appropriate even height for the type of grass and season to ensure a well-manicured and healthy appearance. Mowing outside the “Summer” season will only be conducted if necessary to maintain a well-manicured appearance. Entrance mowing to include the right of way areas located on the north and south sides of the island.
 
Mowing of the Clubhouse Common Areas
  • During the “Summer” season, the contractor shall mow the grass every (7) days, or as weather conditions permit, to maintain an appropriate even height for the type of grass and season to ensure a well-manicured and healthy appearance. Mowing outside the “Summer” season will only be conducted if necessary to maintain a well-manicured appearance.
 
Mowing of the Clubhouse Field
  • The contractor shall mow the grass every (3) months, or as weather conditions permit for no less than (4) times throughout the contract period. Owner may request additional mowing to be completed at the agreed upon “pay per mow” rate.
 
Edging
  • All sidewalks and curbs, to include driveways and ground level patios, shall be edged with a mechanical metal blade edger, every two weeks. All sidewalks, curbs, driveways, and ground level patios shall be blown clean of all grass cuttings, dirt, and debris at each visit.
 
 
Trimming
  • On the Owner’s property and in the right of way located at the entrance, all grass around all street signs, lamp posts, fences, and any other obstructions shall be trimmed to maintain a well-manicured appearance. Around the community center sign located at the intersection of Royal Trails Road and Wildflower Way.
 
Bed Maintenance
  • The contractor shall provide maintenance to all plant beds continually throughout the contract period. Deceased plants shall be removed from all beds. Beds shall be kept free and clear of all weeds and vines. Perennial plantings that are deceased shall be brought to the attention of the Owner and the contractor shall provide a price for the replacement of the plantings. The contractor will provide/renew the moisture retaining media (mulch) on an ongoing basis.
 
Pruning
  • Pruning shall include removal of dead or deceased branches, lateral and/or crossing branches not consistent with standard form, or where general thinning is needed for good light penetration and air circulation.
  • Pruning and trimming of trees for suckers, water sprouts and low hanging branches shall be performed during regular maintenance visits throughout the year. Low hanging branches impeding sidewalks and walking paths or blocking visibility of traffic signs shall be maintained to a height of (6) feet during regular maintenance visits.
  • Flowering trees or shrubs shall not be pruned while in bloom or at times when pruning will inhibit blooming.
  • Pruning ornamental shrubs, plants and small trees shall be conducted no more than (3) times a year to maintain a well-manicured appearance.
 
Fertilizing
  • The contractor shall provide an U.S. Environmental Protection Agency (EPA) approved fertilizer that is appropriate for the type of grass and season one time a year for the front entrance island only.
 
Fire Ant Control
●        The contractor shall provide an U.S. Environmental Protection Agency (EPA) approved fire ant control as needed for the front entrance island and playground areas.
 
Volleyball Court and Play Areas
●        The contractor at an interval of no greater than every (2) months, shall treat the sand areas with an U.S. Environmental Protection Agency (EPA) approved chemical agent to prevent/inhibit the growth of weeds in the sand play areas.
 
Add Options
  • Price for “pay per mow” for the field located at the clubhouse.
  • Price for a one-time planting of annual ornamentals not to exceed (100) plants to be completed in late Spring.

Scope of Work
  • The selected contractor will be responsible for providing comprehensive Integrated Pest Management (IPM) services. The primary focus must be on preventative strategies and using the least toxic methods possible to ensure the safety of our owners, visitors, and children.
 
Contract Period
  • The contract period will be from July 1, 2026, through June 30, 2027 (a period of twelve months).
 
The contractor shall provide the services listed below.
 
Facility Details
  • Total Approximate Square Footage: 1650 +/- sq. ft.
  • Facility Areas Included:
    • Two (2) Restrooms (Men’s & Women’s)
    • One (1) Main Event Halls / Multi-purpose rooms

    • Exterior of the building and covered picnic table area.
Target Pests Included in Base Contract
  • Cockroaches
  • Ants (excluding carpenter ants)
  • Spiders
  • Silverfish, earwigs, and common crawling insects
  • Rodents (mice and rats) inside the facility and immediately outside the perimeter.
  • Paper wasps
Excluded Pests (Quoted Separately as Needed)
  • Termites and wood-destroying organisms
Service Frequency
  • Routine Service: Monthly inspections and preventative treatments of the interior and exterior.
  • Kitchen/Food Areas: Intensive inspection and treatment Monthly.
  • On-Call/Emergency Service: Please specify if emergency calls are included in the base rate or billed separately.
Service and Safety Requirements
  • Integrated Pest Management (IPM): The provider must utilize IPM practices. Pesticide application should only be used as a last resort when non-chemical methods fail.
  • Safety Data Sheets (SDS): The contractor must provide updated SDS for all chemicals used or stored on the premises.
  • Application Restrictions: Due to the nature of the facility, chemical applications may only take place between the hours of 7:00 AM, after 5:00 PM, on weekdays when the public and children are not present, unless it is an isolated emergency.
  • Service Logs: The contractor must maintain a logbook onsite (or a digital portal) detailing the dates of service, areas inspected, pests found, chemicals applied, and sanitation/maintenance recommendations for center management.
Access
  • Preferred Servicing Days: Weekdays are preferred.
  • Preferred Servicing Time: 7:00 AM to 5:00 PM.
  • Access: The selected vendor will be provided with gate and door access codes.

Royal Trails Property Owners Association, Inc

The Royal Trails Property Owners Association elects members during the Annual Meeting of the association, scheduled for Tuesday, June 30th, 2026, at 7pm. For 2026, there are 5 available positions on the board. Current board members may choose to run for an additional one-year term.
Property owners interested in serving on the Royal Trails POA Board of Directors may be nominated by another property owner, by a nominating committee member, or they may nominate themselves.
